SEETEC - Background Information on the Executing Agency
The Executing Agency will be responsible for the implementation of SEETEC in accordance with the Project Management Plan. The Executing Agency, selected through a competitive process involving the participation of experts from the nine Southeast European Recipient Countries taking part in SEETEC, is an association headed up by SNC-Lavalin which includes Manitoba Hydro, SECOR Conseil Inc. and Power Budd LLP. It also includes the following companies or individuals on a subcontractor basis:
Canadian based subcontractors: Stikeman Elliott, Power Pool of Alberta and Econoler.
European Union based subcontractors: LDK Consultants, Engineers and Planners, and Economic Consulting Associates Ltd.
Subcontractors from the Southeast European Recipient Countries: Gabriel-Virgiliu Barbu (Bucharest), Cristian Illiescu from EROM Consult SRL (Bucharest), Irena Jorgoni (Tirana), and Mensur Lacevic from Electroforce (Sarajevo). Other experts and companies from the region also expressed interest in participating and their expertise will be checked out during the Needs Assessment phase, including from Slovenia, Macedonia, Yugoslavia, Bulgaria, and Moldova.

It has expertise in the areas of policy, legislation and regulations pertaining to the electricity and natural gas industries. It was involved in the restructuring of Ontario's electricity industry and the development of the competitive wholesale and retail electricity markets in Ontario.

Stikeman Elliott is a law firm and has been involved in electricity industry restructurings and power infrastructure development in many countries (including corporate structuring, project finance, tax matters, construction and operation agreements, permitting, participation in public hearings, and drafting and negotiating major contracts).

Power Pool of Alberta operates the Province of Alberta's electricity market. All electricity bought and sold in Alberta, along with energy imported and exported through the province is exchanged through the Power Pool of Alberta. The Power Pool performs two key functions: operation of the electricity market and real-time coordination of the provincial power grid. It is a not-for-profit corporation established in 1995 and has been operating since 1996.
